Limited user can't see form fields

The administrator can go to add a Webform and make one just fine. Where that user can see the fields to drag into the space to make the form, it is blank for the limited user. It says, "Drag a field from the palette to add it to this form." but there is nothing to drag there. Also, the limited user does not see the "Form components," "E-mails" or "Form settings" buttons. Am I missing permissions somewhere? The ones I see under Webform deal with viewing results & submissions, not the creation of one.
