Hi,

what about moving the form actions into a sticky div to the bottom of the browser window when they’re out of the browser view. Like the sticky table headers. So we don't have to scroll to submit something.

The Commerce Kickstart interfaces that Shiny was built for could have multiple action submits. I think that fixing them at the bottom of the page may cause additional confusion in some cases, like with the inline entity forms when the product variation needs to be saved before the product display is saved. Because of some of these scenarios, I think we should leave them as it is for now. However, this could be done with a subtheme of shiny if necessary.
