I have installed and added fields as horizontal group and items under it. I can see the horizontal tabs as Admin, but the tabs are disabled/not visible for anonymous users.

It seems like this dose not work on D7 at all. I tried everything I can do, but could not get this enabled for anonymous users :(

Field group does nothing for access, except when there are no fields to be shown. This would mean your fields are not shown, but there is no access rule on the fieldgroup. You might want to try the dev version instead to see if it's fixed for you.
I won't set it to "can't reproduce" yet. Can you try give us the steps to reproduce this?

I am sorry for creating the confusion, I have the tabs working now. but the fields that are places have default values. the tabs with fields having default values are not displayed

The tabs only show when the field is not empty. If the tab doesn't work, this means your field doesn't have the default value.
