The state names need to be in US English. The t() function allows them to be translated to German (and other languages).

I modified the patch by translating the state names into English based on following sources:
Germany:

Latest patch made the field lacking of a label. Added it to the patch with some additional default settings for the field i've found in other countries.

Google's dataset (Android/Chrome) specifies that neither Austria or Germany use the states for mailing, and that the state field should be hidden.
The PDF for Austria linked at: https://www.post.at/en/personal_send_letter_mail_shipping_advice_address... also seems to confirm this.

Does anyone have an official source that says otherwise?

Repurposing issue since there's already #1662696: add Austrian provinces for Austria.

dawehner confirmed that Germany doesn't use states for mailing.

Reopen if you find an official source that says otherwise.
