Users with "admin helper" role (don't remember correct title) can see "Spammy nodes" block in the sidebar, but can't actually flag comments as spam. It makes sense to add such possibility for this role.

This seems like a good start before #2104211: let anyone with the "bypass mollom" role use the link to report spam.

@gdo maintainers - Any reason not to do this?
