Perhaps dev will consider merging with Achievements module? Both of these cool modules are built for the exact purpose, Achievements could be the main module (API), and this one could just be like "Manual badges for Achievements"

"Manual badges for achievements" is already built into Achievements, BTW, given that you can manually unlock achievements for users in the adminterface. As I said on the issue you opened in the Achievements queue, however, User Badges serves an entirely different purpose to Achievements, and merging them wouldn't be a good fit in the least.
