improved "Skip non-required"

There were some minor issues with "skip non-required" which causes msnf to display the "Skip" button even if there was nothing to skip.

#1802296: New step name field is required

Step name was required on "Manage fields" tab.

#1868786: Can't move past step 1 because fields in step 2 are required

In some situations going from first to second step results in an error if some fields on the second step are set as required.

New features

#1763720: Display form step progress - output a block to display step number

Provide a block and a themable header with information about the available steps.

#1736404: A block to show steps or Tab with steps

Add ability to jump directly to a step.

#1804402: Core fieldsets unavailable after adding steps to nodeform

Allow core fieldsets ("Additional information", e.g. menu settings, path settings, authoring information) to be displayed in a step.
