Problem/Motivation
When English is added as a language an attempt is made to import interface translation for it. However, if English is not marked as translatable ('Enable interface translation to English' on admin/config/regional/language/edit/en) this should not happen.
Proposed resolution
When English is marked translatable, it should at check for local files and also check for remote files, skipping localize.drupal.org.

Gábor HojtsyI think when English is marked translatable, it should at least check for local files. I think it should also check for remote files, although localize.drupal.org would not return any for English. Maybe we can build in a little exception to the code to check for "localize.drupal.org" specifically and not attempt English there in any case. For other translation servers (eg. run by the site builder company as a translation dissemination service), English translations might very well exist IMHO.

As far as I can tell by reading locale.batch.inc and installing English as a second language, this is still valid.
