Field collection order not preserved

Step 1 consists entirely of a field collection. The field collection module allows for drag-and-drop sorting on the form.

1. I added two collections and wanted the 2nd one to now be 1st.
2. I dragged the 2nd into the 1st position and I got a warning message that appeared above the collections, "Changes made in this table will not be saved until the form is submitted."
3. I then clicked on "Next" until I got to a step when I could save the (existing) node and clicked "Save."
4. I viewed the node and the field collection entities were in the default order which is the order in which I added them.
