Jeff, I would like to move the 4 column region area to just below content bottom. Is it as simple as a cut & paste? - before "Tertiary content"

Probably , give it a go, typically they can be moved around without too much to worry about, could be a top or bottom padding/margin issue but nothing major, its not going to break your site or anything.
