chart_uri missing protocol

More curious than anything else. Line 14 of chart.module defines the URI, interestingly enough it is missing the "http:" and just starts with "//"

I had to modify the code to add the http in order to get the chart image to work with a pdf generator. I am wondering if this is a bug or if this was done on purpose.
