Logged in as user 1 and using the admin view for file_entity (latest dev of file_entity module) there are operations to edit entity values or delete the entity but when I use them it appears to work, but doesn't work.
In watchdog there are these messages:
Skipped Delete on file image.jpg due to insufficient permissions.
Skipped Edit on file image.jpg due to insufficient permissions.
This is extremely unusual since I am logged in as user 1.
The operations are:
* Modify entity values
* Delete item.

I will close this one as a duplicate if one of the others solves it.
So far it seems that changing file_entity weight to 1 did not help.
