Similarly to #732992: Allow filter_xss_admin() to accept HTML5 tags, can we update the tag list for locale_string_is_safe()
to include safe HTML5 tags? Patch to follow.

I do think that we do need to define a set of tags per Role with permissions.
like list of HTML Components or Elements.
Not sure if we need to have an HTML Components Manager ( HTML-CM ) or HTML Elements Manager ( HTML-EM ).
which we could define all components or custom components too..
