We need a consistent way to deal with tabbable elements that are added to the page after the tabbing has been constrained. This is something Overlay didn't deal with in Drupal 7 so a patch should be backported.

catchNow that overlay module is no longer in core, is there another way to reproduce this issue? Moving to a task for now, but if there is a situation where you can get into this issue, we should move it back to a bug.
We probably need #2834776: Follow-up for #1913086: add keyboard navigation/TabbingManager test coverage alongside this issue so that this one can expand the coverage added there.
