Improve error message for "compare two values" component

From kpaxman: When creating a "compare two values" validation rule, if you only select one component, the error message is "You need to select at least 2 components". If you select 3 or more components, the error message is "You can select 2 components at most". Ideally, both error messages should be "You need to select 2 components".
