Tests that require hook invocations of CDN module's own hook implementations fail when CDN module is not enabled [#1927708]

This is also the reason why tests fail on d.o but pass locally (if you have the CDN module enabled in the underlying installation).

And follow-up commit because d.o testbot is apparently so completely different from local test runs that one cannot make any predictions…
