I created a custom views-secondary-row-view-table.tpl.php cleared my cache and the file is not being read by drupal.

I presume you checked the "Theme:Information" section in your Views display, and the .tpl.php file is in the right directory?

This module does nothing special with it.
You did put the .tpl file in the theme directory? not in the module directory?
