I want to display some blocks on a landing page but I cant find the blocks in miscellaneous tab , how to make block available a landing page

Panopoly uses fieldable panels panes instead of blocks (see image below). So by default block module is disabled.

Widgets

If you want to use block, enable block module. Then Go to Panels Settings (Structure -> Panels -> Settings -> Panel pages) and enabled block content.
