Form actions is a common practice, API standard, way to group action inputs in one single wrapper.

The form alter made in includes/form.inc:18 remove this wrapper in every single form (except for a couple of hard-coded exceptions), without giving any explanation of why this is done. I don't know really if this is a bug or a undocumented feature.

I have also wondered this myself. Shouldn't this just come out and leave it up to the sub-theme if they want to remove it or style it differently?
