I am looking for a way to temporarily disable a recipient email address in the Webform module. Sometimes I have to add a email address before deployment. However the recipient email address shouldn't be enabled. I hope this makes sense.

I don't see the use case as justifying the complexity for this. If there is a lot of demand, please re-open with a patch for the 7.x-4.x branch. At this point, 7.x-3.x is receiving critical bug fixes only. Please update to 7.x-4.x.
