Content creation in sub-group denied

I will try to explain this with an example.

I have a content type "Business Account" which can be a group and a group content and a content type "News" which is a group content only.
I can create a Business Account and put 0 or more Business Accounts "in it" as sub business accounts (childs). With this I can have user members on a "parent" BA and "child" BA.
If I put a user as a member on parent BA, he can create News content in both, parent BA and child BA.
If I put a user as a member on child BA only, he can not create News content in this child BA. It only works if I gave this user parent BA membership.
I think this should be allowed, because there are use cases where you want a user to be a member of specific department that is a part of bigger group on which he does not have access to.
