It appears that the CSV import doesn't correctly import the lineage for multi-level hierarchical taxonomies.
I created a simple 3-level taxonomy and exported it. When I import it back in, everything is flat, on the root.

Importing a hierarchical vocabulary works if I paste it into the UI, but not when reading from a file.

By default it's working fine, please be sure the following steps before import csv file
For Export
1. Check the csv format as Hierarchical tree structure
2. Select the vocabulary and export as a csv
For Import
1. What do you want to import steps
1-1. Choose structure in the first option
1-2. Type of structure as simple tree
1-3. Don't forgot to check the Keep order of terms check box otherwise all the terms will be imported like above.
2. Choose the file and select vocabulary to import it.
