There are valid reasons for altering these queries, but it would take a fancy bit of magic to actually target them with hook_query_alter() in their presently untagged state.

Easy enough. I used the function names as tags, because in either case there may be additional implementations of the *_can_delete() hooks in other modules that should use their own tags.
