As originally fixed by @fmosca in #1053158: Add time field to "Additional" repeat dates. Separating this out as it's a bug, and that other thread is for a feature addition.
This patch fixes RDATE and EXDATE formatting to be the proper format for multiple declarations as per the iCal spec, and using timezones instead of UTC again as per the iCal spec.
