taxonomy field

When I insert a taxonomy field (or field base in the new feature version) to a new feature module it inserts also the taxonomy vocabulary to the feature module, even
though the taxonomy vocabulary is already defined in another feature module.
The new feature module depends on this module (the module that already define the taxonomy vocabulary) - so the fact that the vocabulary is defined again is a bug.
It creates a conflict.
