semantic_panels.install is using the shorthand <? instead of <?php.

This should be corrected as per Drupal standards: http://drupal.org/coding-standards#phptags

Hey all!

This patch is still required (at time of writing) for version 7.x-1.x. Could the maintainers please apply it?

I'm uploading a corrected version of the patch as the one from #1 was created from outside the module directory and was incompatible when used with drush-make.
