A common complaint with the module administration page is that after scrolling through the list and finding an interesting module, they then have to scroll all the way to the bottom of the page and click "Save Configuration". One common suggestion is to place a button where the checkbox currently is that allows them to have one-click module enabling, but I am of the opinion that this makes it to easy to break things.

Here is a proposed solution with JavaScript: Make the "Save Configuration" button "stick" to the bottom of the viewport, so that wherever a user is on the module page, after clicking checkboxes saving their changes is as easy as moving the mouse to the bottom and clicking save.

This functionality might be related to the neat table-headers trick (where table headers stick to the top of the page) and could probably be generalized to be allowed for all forms (that might require core changes).
