I set "Subscribe to group ... (approval required)" flag in "Organic groups UI permission" but when a user select "Request group membership", compile the "Request message" then "Join," user are automatically joined to the group without that "Group Manager" can control/manage that.

I believe this was resolved with #1948224: Expose a "Request membership" link for groups with private content where the group is public and #1961296: Refactor og_group_ref field per OG API improvements.
