A patch to add/fix the documentation around utility links.

Also included is some cleanup of comments + code standards.

Tested #1 with an existing Commons installation and verified that the utility links functionality was unchanged after the code was documented + cleaned up + moved around.

Committed #1 to Commons 7.x-3.x.
