In the installer, on the "Configure site" page, the fieldset called "Server Settings" contains two select boxes: "Default country" and "Default time zone". I haven't checked where the name "Server Settings" comes from but IMHO it doesn't make sense. I propose to rename the fieldset to "Regional Settings".
