I do see this working (user who created node is the group manager) in a clean commons install, but not sure why my version is not... so closing the issue.

reopening because I see in the OG Settings that the node creator should be given the administrator member role on creation, but they are only set as the group manager and not given the role of administrator member.

Thanks for the bug report. I was able to reproduce. I believe the underling issue is #2005800: Add setting to auto-assign role to group manager broken on groups with overridden roles , which has a patch that currently needs work and doesn't apply.

Marking this issue as "postponed" pending the issue in OG.

This seems fixed in my limited testing so far. An regular authenticated user could create a group and was set as administrative member.

A patch to add https://drupal.org/node/2005800#comment-7534339 to the Commons make file pending the fix being added to OG.
