Here is a patch that includes an 'instance setting' option to indicate which step will allowed to forced skipped. I appreciate your feedbacks :)

I would also appreciate a response form for the module authors know if you can use it that way.

Sorry for the late response. Saving nodes without filling required fields is against the main concept of required fields itself so I'm sorry to say this won't make it into this module.
