'Approve and deny subscription' does not grant the ability to approve or deny subscriptions (without 'Administer group')

There is a permission entitled 'Approve and deny subscription' which does not grant users the ability to do anything involving approving or denying subscription requests. The only way to approve or deny subscription requests is to go to the 'People' screen (eg group/node/56/admin/people), and use the bulk operations from there. However, the only way you can access the People admin screen is if you have the 'Administer group' permission. Granting the 'Approve and deny subscription' permission should grant access to the People admin screen, and the single bulk operation that allows modification of user's membership status.
