The following shows the subtheme generation process in terminal, and the error at the bottom. Omega 4.x is installed and enabled in the sites/all/themes directory of my local site. The same error occurred when I tried using the default starterkit and keeping the readme files.

I experienced the same issue and it appears it does not work with omega_tools-7.x-3.0-rc4, but will work with omega_tools-7.x-3.x-dev.

Remove Omega Tools as mentioned before. Omega Tools is not supposed to be used with Omega 4.x and since both Omega 4.x and Omega Tools have some feature overlap they clash. Uninstall Omega Tools and remove it from your Drupal installation (entirely).

I had to disable, uninstall, and then delete the directory from my sites/all/modules folder. After that the problem was solved.
