Commons currently includes a specific checkout of CKEditor from January 21 and adds a patch to it to prevent a fatal error if the Libraries module is enabled after CKEditor.
Commons should switch to using the latest stable release of CKEditor which fixes a number of bugs, including the issue with enabling the Libraries module.
