I have developed a mobile website using Drupal 7. In that site, i have developed a custom content type in which one field is an mp3 file. I have used Views 3 to construct a Page and designated the Formatter for the mp3 field as MediaElement Audio.

The page displays perfectly with the Media Element player in the mp3 column in all browsers and works perfectly in IE9, IE10, FireFox 21, FireFox MAC, and Safari on the MAC. It displays perfectly on the iPhone 5 and iPads but does not work at all. When you click on the Play icon it changes to the Pause icon but never downloads the mp3 file to play it. The file duration never changes from 0:00. In online iPhone and iPad simulators it does work properly.

I have invested numerous hours trying to resolve this problem with no luck and would greatly appreciate assistance anyone can provide.

It is not entirely fixed. Try to add a mediaelement embeded within the WYSIWYG and test it on iPad and iPhone.
