Modal loads individual javascript files, instead of loading aggregated js.

When javascript aggregation is enabled for a D6 site, ctools' modal makes a GET request for each individual javascript file instead.

I would like to try and submit a patch for this, but I came here to ask for a hint, as to which file or function I should be looking at.
