Gábor HojtsyLooked at the conditions, and marked all of them that are still applying plus filed an issue that I found and was not immediately fixable. Changes from prior patch:
- locale.inc parsing not happening fo D8 anymore, opened #2040127: Support for Drupal 8 language list
- date strings are fine, same in D8
- format interval strings are fine, same in D8
- default region names were incorrect for D7 even (page bottom missing, highlighted mislabeled), fixed those and the same applies to D8
- user roles are in CMI in D8, so that does not apply to D8
That will be it for this issue, committing this.
