I have added a vountry filter to a view:
- add relationship: countries
- add filter: (country from field_country) Countries: Name - list (exposed)

1. Under settings, you can choose between Field based configuration and Custom
If you select 'custom', no fieldset is expanded. If you choose 'field', the field set is expanded.
IMO it should be the other way around.
