I've extended your project by adding in some rules functionality. I was trying to make it a full project, but I was advised to open an issue here and see if you wanted to include it in your project as a sub-module.

Just bumping this once before I go back to the Projects Application Queue to see if I can get the sandbox turned into a full project.

I quickly looked over your sandbox project and think it fills a useful gap. My initial thought was to use this type of thing for a project where users and content are associated with the same term. To be fair, I haven't used rules much, but I couldn't figure out how to set up the "when user is created with term, grant term content access also"
