Move contents of openpublic_install() into features for easier subprofiles/less problamatic install

Right now items like openpublic_filters depends on openpublic_install, so any subprofile needs to duplicate the .install of openpublic instead of enabling features. Not sure why some permissions/etc. are being done in install vs. features, but likely more consitant to put all in features.

Also, there's a patch that would rebuild a feature on install, which would break any feature with components that that depend on openpublic_install
