I have turned off File Cache in the Modules section and Uninstalled it. But it seems to continue caching. If I delete the entire folder from the sites/all/modules, the site is broken.

I want to completely remove File Cache from my system. How?

Have you added anything to your settings.php?
If yes, please remove it.

There is no way to catch uninstalling but now File Cache tries its best to avoid problems after disabling from settings.php.
