MENU_LOCAL_ACTIONS is not rendered

Great theme, but MENU_LOCAL_ACTION is not rendered. In current theme there has used $actions variable, but i think it should be $action_links.
I attached patch which fixes the issue, and the local actions are moved to content area where they are much better to use.

You can find local action from 'admin/content', 'admin/config/regional/language', and quite many other places.
