I know India is very big and full of people. My knowledge if Indian geography is quite limited though. From all those Groups https://groups.drupal.org/search/site/India?f[0]=bundle%3Aog no other already covered your region?

This group https://groups.drupal.org/guwahati is specifically for Drupal Users based in Guwahati, Assam, India. Whereas the propose group https://groups.drupal.org/northeast-india-0 is for Drupal users of Northeast India region which comprises the contiguous Seven Sister States—Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura—and the Himalayan state of Sikkim.

Since guwahati isn't active, I'd encourage you to take over that group and then we could change the name back to Northeast India.
