In the user page the primary tabs flow under the second sidebar and two of them are not visible and another is right out of the page instead of wrapping around into a second line.

This seems to be an issue with core. Please check https://drupal.org/node/1699072.

From that issue:

The tabs do not wrap properly in Seven theme. In Bartik theme they wrap, but do not align properly
Issue exists in both Drupal 7 & Drupal 8

There are some work arounds there that might help, but the best hope is that they get a core patch and back port it to
Drupal 7.

The pacth that is proposed to core/modules/system/system.theme.css also includes a pacth to seven's style.css. Should I apply that also to Mayo and if so could you indicate to me where?

Seven is a stand alone admin theme and it comes with the core download. There is nothing you can patch in Mayo with these patches. Sorry I can't be of more help.
