Geocoder duplicates module settings variables

In Geocoder admin, configuration variables are set both with system_settings_form, and with variable_set.

This results in the values being written to the variables table twice - once as the 'geocoder_settings' array, and once as individual named settings (eg. 'geocoder_apikey_yandex').
