Webform 7.x-4.x uses a handbook page to keep track of changes. Instead, change records should be created.

quicksketchUntil change records are viewable in an easy-to-use manner, I'd prefer to stick with the current approach. Attempting to read changelog entries for Drupal core is next to impossible. I appreciate the availability of this infrastructure, but at this point they're not really making things easier for anyone but the people who write the changelog entries.

quicksketchViewing all the change records on a single page, with each change clearly indicated at which version the change was made.
For example I find this page that has everything I need to know vastly more useful than the D8 equivelant:
D6 to D7: https://drupal.org/node/224333
D7 to D8: https://drupal.org/list-changes
For Drupal 8 itself, a single page is probably impractical, but for Webform, I think splitting up the change notices only makes discovery harder.
