Rule to trigger flag on a comment

Hey, I have set up a rule to trigger a (non-global) comment flag when comment is viewed yet it just will not trigger! I am using panels and views so maybe this has something to do with it ( I read that because page manager overides the normal page path this means rules doesn't register the event) but I content types which are displayed normally and these are also unaffected and I have set a system message to popup when comments are viewed and this comes up as expected.

Any help here would be maassively appreciated!
