populate field filter

I'm unable to populate a basic field filter. The field I am selecting has a handful of values, but the global filter dropdown has nothing in it.

Im not sure if this is the reason, but when I try to add the corresponding contextual filter, there is no option for choosing a "Type"....the only options are "when the filter value is not available" and "when the filter value is available"
