GeoIP restriction hides popup for everyone?

I've installed the appropriate GeoIP module and data files, in the approved location. But when I tick the "Only display popup in EU countries" checkbox, the popup doesn't show for anybody, regardless of location.

Am I missing something? I tried enabling the GeoIP debug, and checked dblog, but can't see anything relevant.
